Vontacreed is the operational authority of the Spire's Waste-Heat Vent District. They run the loading docks, the worker pit, the off-book cargo network, the courier dispatch boards, and the protection rackets that ride on top of all three.
House Vale retains formal jurisdiction through the Colonial Administration, but several System Lords ago the Vales decided that a syndicate that kept the heat moving was a smaller line item than a syndicate that didn't. Vontacreed has held the Vents under that arrangement ever since.
