For three cycles the Spire stood outside House jurisdiction. The Concord allowed Kalyx and Vale to draw signal from it without claim. That ended at the close of Cycle 03 when the Vale corps installed their first relay on the upper deck.
Kalyx has not yet retaliated. The Codex desk has logged twelve new beats around the Spire, and the upcoming Drop 003 capsule will carry the first joint-marked apparel since the original Concord.
